Minister of justice under Yao and Shun who judged with the unicorn Xiezhi, patron of prisons.


Gaoyao was the minister of justice under Yao and Shun, honored as the father of Chinese law. He framed the five punishments and taught the five virtues, and legend says he judged cases with the help of Xiezhi, a one-horned beast that butted the guilty. His name became synonymous with fairness, and the prison in which he was said to have held offenders gave rise to the word for jail.
